How to Exempt PTPTN Loan / Convert It to Scholarship

As you all probably know, undergraduate with "First Class Honours" is not required to pay PTPTN loan and can convert it as scholarship. If undergraduates who hope to exempt PTPTN loan, one simple thing can do is do your role as students and get first class at the end of the Undergraduate Degree Journey.

All latest information about this exemption scheme can be found in PTPTN official website. Basically, all we need to do is to prove a official letter, a verified copy of the degree certificate, and a verified copy of transcript. But for those from private university, a verified copy of program accreditation is required; and for those the degree certificate does not mention about "First Class Honours ", a verification letter is required to prove the certificate is equivalent to "First Class Honours" status.

After all documents mentioned above are prepared, applicants can send them to the address as shown below:

Note: This scheme only for the successful loan applicants before 01 July 2005 / the loan applicants who are going to finish their undergraduate degree after January 2010.

A Malay Version, which can found from PTPTN official forum, of this procedure is shown below:

"Untuk makluman, pengecualian bayaran balik pinjaman hanya akan dipertimbangkan kepada peminjam yang mendapat Ijazah Sarjana Muda Kelas Pertama sahaja ( Kelulusan pinjaman sebelum 01 Julai 2005 / tamat pengajian bermula Januari 2010). Sekiranya CGPA yang diperolehi peminjam dikategorikan oleh IPT kelas pertama maka peminjam layak untuk dipertimbangkan pengecualian bayaran balik pinjaman.

Peminjam boleh menghantar permohonan dengan menyertakan pekara berikut :
1. Surat rasmi permohonan pengecualian bayaran balik.
2. Salinan ijazah yang disahkan benar oleh pendaftar/penolong pendaftar bahagian akademik universiti sahaja.
3. Salinan transkrip yang disahkan benar oleh pendaftar/penolong pendaftar bahagian akademik universiti sahaja.

4. Surat pengesahan keputusan setaraf kelas pertama jika tiada perkataan kelas pertama tertulis pada ijazah.

Kegagalan peminjam untuk memenuhi kesemua kriteria di atas , permohonan tidak akan diproses.

  1. Is there any other way to find out my nombor rujukan? / Where to get the ptptn reference number ? sspn ?
    • The reference number can be found in PTPTN offer letter.
    • If the offer letter is lost, another way is to call PTPTN about this matter.
       
  2.  Normally how long ptptn takes to reply/inform my status whether success/fail??
    • According to my previous experience: I received an acknowledgement letter from PTPTN (around 2~3 month) first, then I received another letter about the status of my application for another 4~6 months. (Sorry, I have forgetten the exact duration.)
       
  3. All the documents have to verified by "pendaftar/penolong pendaftar bahagian akademik universiti"?
    • All the duplicated results and certificate are required to be verified by "pendaftar/penolong pendaftar bahagian akademik universiti".
       
      There are only one "pendaftar" and maybe two~three "penolong pendaftar" in "pendaftar bahagian akademik universiti".
       
      FYI, "pendaftar bahagian akademik universiti" is where you will be given your hard copy certificate after your convocation ceremony. After that, you need to go to photocopy one set, then pass them back to "pendaftar bahagian akademik" for verification together with original certificate.
  4. What is PNGK 4.0?
    • PNGK (In Malay) = GPA (English)
  5.  Is a recommendation letter required?
    1. Personally, I do not think it is necessary to include a recommendation letter. This is because this PTPTN loan exemption is for ALL students who achieve First Class Honor in their undergraduate study.

Other questions:
  1. What if I have already received the "letter of instruction to repay" by PTPTN before I receive the letter about the status of my loan repayment exemption application? Should I make the repayment first? Did it happen to you? i hope u can give me advice on this. (asked by XUXUN)

    •  Apparently, you have three options:
      1. Ignore the repayment matter.

      2. Pay back some money based on instruction as donation to ptptn.

      3. Pay back some money based on instruction, then claim them back once you have been awarded loan exemption. I am no idea about the procedure to claim back those money. But, probably, it will take time and need you to prepare some documents.

      In fact, all graduates (who have ptptn loan) should start pay back their loan once they have income. The instruction letter is just a reminder or a guidance.

      Therefore, for me, I prefer the first option to avoid unnecessary trouble. However, ptptn may require you to pay some interest, if any (I guess only). But it is still much better than option 2 and 3 (unless you want to do some donation).
    •  
  2. Usually we get our degree certificate after our convocation right? Is there anyway to apply the for the exemption before that period (such as get any documents? temporary certicate to prove you graduate with first honour?). Convocation is around Oct 2012 and I got my final result in May. Afraid cannot apply that exemption in time and have to pay back the loan, or not eligible to apply for the exemption if delay too long.

    • Actually, I also got my certificate around September eventhough I got my result around May previously. Therefore, I believe that it should be a common situation for most local graduates.
      In addition, supposedly, you are given one year to apply this application.
      Before you receive certificate, you can get preparation first, so that you can mail all documents immediately once you get your certicate.
      Since it is quite time-consuming to prepare those documents, it is better to mail them via postlaju or post-daftar to avoid any unnecassry potential issue.
  3. Can anyone post an example of Letter of certification of first class? My degree certificate did not Hv the words "First Class"... I just went to ask my university academic division for the letter of certification of first class...they ask me to write myself and then get certified from them...how shud i write the letter?

    • Although I also no idea about the letter, I think all you need to do is write a format letter with at least the information of the following draft letter in Malay:

    • I think you should make sure PTPTN has received your application first.

      Actually, I forget how long I was waiting last time. Supposedly, it took around 4~6 months for me to receive the "good news" from PTPTN officially via mail.

      After ensuring PTPTN is processing your application, you can just focus on your daily life and wait for "good news" as long as you are eligible for the exemption.

Good question.

The letter from PTPTN only mentions that the loan has been exempted successfully and the right to cancel this exemption is reserved according to the terms and conditions of the application.

By the way, the administrative cost is relatively very low. So the first thing should be to make sure the application will succeed.

Hi Cheryl,

I am not sure which website you refer to. However, according to PTPTN Forum, we do need to provide a "Surat rasmi".

This letter should be written by yourself in Malay. Its content should cover your personal details, purposes, etc. Just like a cover letter which introduce what you want, what you have attract in the letter etc.

OR those graduate after Jan 2010 (based on my memory).

Therefore, obviously, you are not eligible for the exemption.

In addition, I saw few newspaper articles reports this matter but it does not change the conditions for the exemption.

Based on my limited information, the exemption of loan "before July 2005" was given by PTPTN, but "after Jan 2010" is given by Malaysian government from its limited budget.

Remember, someone must pay for the loan, either by PTPTN or taxpayers.

Therefore, sometimes, we need to appreciate what we have now.

By the way, if you already prepare those documents for the application, why not just email it to PTPTN for a try? But all application should be sent within one year after the date of graduation.

About "nombor rujukan PTPTN", supposedly, you can find it from the contract/agreement of PTPTN loan which was issued by PTPTN to you.

If the offer letter is lost, maybe the only way is to call PTPTN about this matter.

Actually, I suspect that maybe we can just ignore it (reference number) since PTPTN should be able to "search" all applicants' information based on our IC number.

Normally, it is just a matter of "human being".

Actually, I cannot on behalf PTPTN to answer your questions about PTPTN. But I still can share my experience with you.

1. No sure. But last time I just typed the surat rasmi and printed it out for my application. And so far, I do not hear about "hand writting" matter. Where you get this information?

2. Last time, I received an acknowledgement letter from PTPTN (around 2~3 month) first, then I received another letter about the status of my application for another 4~6 months. (Sorry, I have forgetten the exact duration.)

p/s: Do call PTPTN after mailing the application documents (after 1~2 weeks) to ensure PTPTN receives the application documents. Then, you can start wait for good news.

First, congratulation.

Hmmm... Supposedly, once we have received the exemption letter, it means we do not have any loan with ptptn. So, what repayment should we make?

For my case, I still do not receive any letter about loan payment from ptptn.

For your case, I think you can update or check your status once again with ptptn by providing your IC and the reference number of exemption letter via phone call or mail.

In short, just keep your money and use them wisely to bring more contribution to people around you.

Thank you for replying in such a short time. I really appreciate it. I am sorry for my previous question because it was misleading.

My situation is actually like this. I have graduated 5 months ago. According to PTPTN website and some of my seniors, PTPTN will start sending the borrowers instruction letter to repay the loan on the 6th month, which is supposed to be the next month. However, I haven't apply for exemption from loan repayment because I haven't got my certificate and academic transcript yet. (I'll probably receive it next week)

I suppose that I will receive the instruction letter to repay my loan next month before I am able to make an application to exempt my loan, or getting the response from PTPTN regarding the application. So, do you think I should start my repayment first? or should I just wait until I receive the letter about my exemption status?

First, please once again make sure you are qualified for loan exemption (based on the requirement from ptptn), and apply for exemption once you have all required documents.

After that, apparently, you have three options:

So, I would like to suggest you to call PTPTN first to confirm that you are qualified for this award before preparing those documents.

I graduated in 2008. My loan application was approved in 2004. My course was a three year degree from UUM (a public university in Kedah) but I finished it in 3 years and 6 months (7 semesters instead of 6 semesters).

My question is "Am I entitled to the loan exemption?"

Normally, in PTPTN contract, borrowers need to complete their study according to the terms and conditions.

But, if you do receive first class honour undergraduate degree from your university, I recommend you to apply this exemption too.

Although I also no idea about the letter, I think all you need to do is write a format letter with at least the information of the following draft letter in Malay:

Title: "pengesahan keputusan setaraf kelas pertama"
This is to certify that NAME, IC, has been awarded the "First Class Honor Degree" from UNIVESITY NAME in YEAR.

Just a question, is the address's unit (Unit Penguatkuasaan dan Kutipan Balik) still valid ?

When I gave them a call asking what address I should put, they mention that just send to PTPTN address will do. I'm just worried by doing so might delay from sending to the "right" unit.

Thanks for highlighting this question. Frankly speaking, I am not PTPTN staff and have no idea wherether the unit is still valid or not. This article is simply a tiny personal experiment sharing.

Since the mailing address is only PTPTN address plus an attention to Cik Noorzila Bt Yaacob as stated in this article, and the aforementioned (Unit Penguatkuasaan ...) is just written in the letter, apparently, as long as the person in-charge is still the same (that is Cik Noorzila Bt Yaacob), and the PTPTN address is still the same, it should be no problem.

p/s: One way to get rid of this kind of worry is to call PTPTN to ensure the person in-charge is still the same.
p/s: The unit address is only written in the example of format letter. FYI, I only mailed to PTPTN address without the unit address previously. Therefore, you are encouraged to follow PTPTN staff's advice as stated in your comment.

I just wanna clarify a few things....

firstly, how long we usually need to wait?
do we need to make any payments during that waiting duration?
IF we need to pay, will the money returned back to us?
will we be charged with any administration costs albeit we are exempted?

1)my application is being process
2)and that i should make repayment as i am waiting for further news on the application

I believe you can easily find them by using FIND tool (CTRL+F) to avoid similar comments.

Hi nixe,

It is dependent on your university. Normally, it should around 3.70 and above.

When CGPA fulfils the minimum requirement of a univerity, then we should able to find some sort of "First class" degree label on our certificate.

I got first class degree and I was applied the exemption ptptn loan, and thanks god finally I received the approved letter from PTPTN last 2 days.

But today when I try to check my loan balance in ptptn e-fes, I found that my loan balance still remain unchange, not yet 0.

Do u check ur e-fes before after u received the approved letter from ptptn? r they going to 0 the loan balance??

I think it takes time for them to 'pass' the latest information to other department(s), and to update the status on the online system.

By the way, I haven't registered nor checked the e-fees. I think it is unnecessary because I already have the official written status (that is, the approved letter).

Thanks for your post, I'm following your guidelines to submit my exemption application, after 10 months of waiting, & it's approved :)

However, they mentioned sent me an official letter but I'm yet to receive it (had ask for resend to my email account instead), may I know what is the letter about & anything I need to do with it?)

I also paid for the repayments for months, how long it will take to receive the refund?

Hi Tee,

Congratulation.

The official letter should be the one that serves as an acknowledgement or proof regarding your PTPTN has been exempted successfully. You need to keep it safely and use it as a proof in case somebody asks you to pay your loan again.

For the instalment you have paid, I am not sure how long they will refund to you. What you can do is keep follow-up with PTPTN regularly, perhaps every three months to check the status of the refund. Please be friendly and patient, your refund should eventually return to your pocket.

Thanks for your reply.

My case is little bit special. I'm graduated on May/06, I didn't make the repayment cause someone from my colleague telling me that they will assist to convert it to scholarship.

So, until Feb of 2011, when I'm about to do my first oversea business trip, I only found out that I'm blacklisted by PTPTN cause no repayments are made. So as usual, I made a lump sum payment & forced to perform standing instruction for the monthly repayment.

Until Feb of this year, I only made my move to apply for the exemption :D Round & round of document submission, finally I was told it got approved by this month (actually is Sept, they sent me the letter but I didn't receive it).

When I dropped by PTPTN to collect the copy of the acknowledgement letter, learnt from my statement, even I start the repayment from Feb 2011, every year they are still charging me lawyer fee because my case are been summoned. Reason of why, they didn't manage to do the adjustment & inform the lawyer =.=" The lawyer fee will be around RM300 per year, & i'm charged for 4 years, start from 2010, brilliant!!!

However, I filled up the refund form today & the officer told me it will take 21 working days. So, finger cross :)

I think we can learn two things from your case.

First, we must do our homework and don't merely believe others. Sometimes, I do simply depends on my friends' points of view for some of my personal tasks. It turns out that, often, one solution that applicable for them may inapplicable to me. Nonetheless, their suggestion can be considered, instead of accepting it per se.

Second, we should be serious and always follow-up the things we concern about, especially our financial stuff. I did experience quite huge losses due to my ignorance for a financial product I bought. It is normal, I guess. The most important thing is to learn from mistakes and avoid similar mistakes in the future.

I used pos daftar to post my PTPTN application. This is because Pos daftar provides tracking number and is cheaper than poslaju. Of course, compared to Poslaju, it takes 2~3 more days, and you need to use your own envelope.

Hi, i have a doubt on ptptn for first class honours. like in my case here, i studied degree in segi college. currently i am first class honours achievement. the only thing is i defer or takes an extra 6months to complete my final year project. i didn't fail any subject. am i applicable to get scholarship? my degree contract is 3years which started from 2011 and finish on 2014 but i will graduated next year

Hi, Jia Xin,

Supposed the exemption is for the courses that are recognized by the PTPTN. For sponsorship, you need to understand its terms and conditions and then compare all pros and cons before making a wise decision.

Normally, if you are still not sure whether the sponsorship is awarded or not, then you can accept the ptptn offer first.

After that, if you have the sponsorship offer and you satisfy the T&C, then you can apply to cancel PTPTN after you have completed all the steps to receive the sponsorship. Of course, before that, please call PTPTN to ensure the exemption is applicable for your course or not.
